David Robbins is president and co-founder of Hill & Robbins in Denver, where he has practiced natural resources law in Colorado for five decades. Water law is a particular focus: Robbins has represented the State of Colorado in several interstate water cases and successfully defended the constitutionality of the state’s first instream flow protection law. He has served as general counsel to the Rio Grande Water Conservation District for more than 40 years and defeated proposals to mine the groundwater of Colorado’s San Luis Valley, leading to Congressional action to create the Great Sand Dunes National Park and Preserve. Robbins is a former member of the Colorado Water Conservation Board and the Colorado Water Congress’ board of directors, and was a founding board member of the Colorado Water Trust.
