Dr. Rebecca Decker serves as Chief Operating Officer at Bluestaq, where she has helped grow the company from a 17-person startup to more than 190 employees providing secure data management for the Department of Defense, intelligence agencies, and commercial partners. Her operational leadership drove the Unified Data Library contract’s growth from $37.5 million to $649 million and guided Bluestaq’s expansion into healthcare through the Defense Health Agency’s Digital Front Door contract, modernizing data access for 9.5 million military beneficiaries. She chairs the President’s Advisory Council at Pikes Peak State College and serves on UCCS’s Engineering Leadership Council.
