Tracy Brooks leads Denver Rescue Mission programs

Tracy Brooks is chief program officer at Denver Rescue Mission, where she leads efforts to help individuals and families experiencing homelessness achieve stability and self-sufficiency. With more than 15 years of experience in human services, Brooks has built her career on compassion, collaboration and a steadfast belief in the transformative power of hope.

Brooks joined Denver Rescue Mission in 2017 as director of emergency services and steadily advanced through senior leadership roles, including senior director and vice president of emergency services, before becoming vice president of homelessness resolution in 2022. In 2024, she briefly served as homelessness program manager for the City of Arvada before returning to the Mission as chief program officer. Earlier in her career, she spent eight years with The Salvation Army as a social services coordinator.

Throughout her tenure, Brooks has helped shape programs that reflect a holistic approach to homelessness. Under her leadership, nearly 1,500 households have found stability through supportive services tailored to families, individuals in recovery, and those living with disabilities. She also helped secure funding for emergency family shelter and complex case management initiatives.

In early 2024, Brooks introduced four Christ-centered guiding principles for implementing the Mission’s strategic plan: to engage mercifully, work holistically, speak truthfully and believe in miracles.

Colleague Deb Butte said Brooks “looked at the world with curiosity and hope,” noting her compassion and leadership as essential to the Mission’s work.

Brooks earned her degree in human services from Colorado State University Global and serves with the Metro Denver Homeless Initiative and the City of Arvada Human Services Advisory Council.
