Dr. Rebecca Decker is a powerhouse operational leader whose influence has shaped Colorado’s tech and defense sectors for more than five years. As Chief Operating Officer at Bluestaq, she has helped transform the company from a 17-person startup into a 190-plus employee powerhouse providing secure data management for the Department of Defense, intelligence agencies, allied governments, healthcare systems and commercial partners.
Rebecca’s operational leadership drove the success of Bluestaq’s flagship U.S. Space Force contract, the Unified Data Library, which grew from a $37.5 million award to $649 million under her oversight. Her ability to align teams, build strategy and execute with precision has earned Bluestaq a place on the Inc. 5000 for three years and on Built In Colorado’s Best Workplaces list for six consecutive years.
In 2024, Rebecca guided Bluestaq’s expansion into the healthcare sector by leading the strategy that won the Defense Health Agency’s Digital Front Door contract. This initiative will modernize healthcare data access for over 9.5 million military beneficiaries and has already created more than 20 high-paying tech jobs in Colorado Springs.
Beyond her corporate achievements, Rebecca is committed to growing Colorado’s tech workforce. She launched internships and scholarships at Bluestaq that have provided pathways for dozens of students, with 50 percent converting to full-time roles. She chairs the President’s Advisory Council at Pikes Peak State College and serves on UCCS’s Engineering Leadership Council, aligning education with industry needs.
