May 16, 2025 – DENVER — Colorado Attorney General Phil Weiser is co-leading a bipartisan group of 40 attorneys general urging Congress to reject a federal proposal that would prevent states from regulating artificial intelligence and automated decision-making systems for the next decade.
The group sent a letter to congressional leaders opposing an amendment to the House Energy and Commerce Committee’s budget reconciliation bill. The provision would bar states from enforcing any AI-related laws or regulations for 10 years.
“In an ideal world, Congress would be driving the conversation forward on artificial intelligence,” Weiser said. “Instead, this amendment prevents states from protecting consumers from the potential harms of a rapidly evolving technology.”
Weiser, joined by attorneys general from Tennessee, New Hampshire and Vermont in leading the effort, warned that blocking state-level oversight would eliminate critical consumer protections without offering a meaningful federal regulatory alternative.
While AI holds promise to improve lives and solve major challenges, the coalition emphasized its risks—including election interference, explicit content, and consumer exploitation—require immediate oversight.
Without federal leadership, state officials say they are best positioned to respond. The coalition urged Congress to remove the moratorium and allow states to continue safeguarding the public from AI’s potential harms.
