Colorado first to gather state-specific health insurance data

DENVER — Colorado has become the first state in the nation to collect state-specific health insurance pricing data under new requirements established by SB24-080, a law passed by the General Assembly in 2024.

The measure builds on federal Transparency in Coverage rules that took effect in 2022, which required carriers to publish negotiated rates for health care services and prescription drugs. While those federal standards increased disclosure, the data has been difficult for consumers and researchers to interpret because it was not standardized or filtered for relevance.
SB24-080 strengthened the rules by requiring Colorado-specific information, removing unused “ghost codes” from carrier data, and mandating pricing details for the most frequently used prescription drugs. State officials say the new approach will produce cleaner, more useful information for consumers, employers and researchers.
“This is a huge first step for Colorado in demystifying health care pricing information for consumers,” Colorado Insurance Commissioner Michael Conway said. “The law will dramatically improve data quality and allow the Division of Insurance, as well as academics and researchers, to better understand health care trends and barriers to lower prices.”
The Division of Insurance collected its first round of transparency data last month and will compile and publish the information on its Transparency in Coverage webpage by early next year. The division also plans to collaborate with researchers who want to analyze the data to identify trends and improve affordability for Coloradans.
