Bringing Hydroelectric Power to Pueblo

The Bringing Hydroelectric Power to Pueblo project transformed excess water pressure from the Lake Pueblo Reservoir into renewable energy, marking a major step forward in sustainable infrastructure for the city. Located at the Pueblo Board of Water Works, the $4.8 million public project installed two hydro turbines that now generate 3,500 megawatt hours of electricity annually while continuing to provide clean water to residents.
The project faced significant challenges, including inaccurate design drawings, material delays and strict safety and quality demands due to the precision required for turbine alignment. High groundwater from the nearby Arkansas River added complexity, necessitating deep excavation and environmental oversight. Despite these obstacles, the project was completed on time and on budget through close coordination among Industrial Constructors/Managers, Inc., engineers and architects at Black & Veatch, and subcontractor Miller Pipeline.
Innovative construction methods included the use of roof hatches for turbine installation, prefabricated piping to resolve dimension issues and specialized tie-off systems to ensure worker safety at height. The facility now recaptures previously lost energy, saving the community approximately $400,000 each year. By combining energy efficiency with critical water service, the project delivers long-term economic and environmental benefits for Pueblo and sets a model for future public utility efforts.
