Boulder seeks developer for mixed-use civic area project

BOULDER, Colo. — The City of Boulder is seeking proposals from development teams interested in building a mixed-use project on city-owned properties in the Civic Area.
The project would focus on the Civic Area’s East Bookend, the block bordered by 13th and 14th streets, Canyon Boulevard and Arapahoe Avenue. The area includes the Dushanbe Tea House, Boulder County Farmers Market and the historic Storage & Transfer Building, which houses the Boulder Museum of Contemporary Art.
The site is next to Boulder Creek Park and near Pearl Street Mall and the University of Colorado Boulder.
The city envisions a mix of public, community and private spaces. Potential uses include gathering areas, retail businesses, arts and cultural programs, recreation and year-round operations for the farmers market.
“We’re looking for a partner with the experience and creativity to help bring that vision to life through thoughtful development that supports economic vibrancy, arts and culture and welcoming public spaces,” City Manager Nuria Rivera-Vandermyde said.
The selected developer would be expected to secure investment and help manage public spaces. The city is seeking teams with experience developing mixed-use projects and incorporating arts and cultural programming.
Developers may also submit optional proposals for the Civic Area’s West Bookend, which includes the West Age Well Center and two vacant residential buildings.
The request for proposals follows a request for information issued earlier this year to gauge market interest. Participation in the earlier process is not required.
Proposals are due through BidNet by 4 p.m. Oct. 30.
