Janet M. Elwell is president of Elite Traffic Control, where she has built a growing construction services company through strategic leadership, perseverance and a commitment to employees and clients. She joined Three Sons Construction in 2019 as office manager and helped guide the company’s growth from 30 employees to 180 employees while contributing to a sixfold increase in revenue. She later advanced to vice president in 2022 and chief financial officer in 2025.

In 2023, Elwell founded Elite Traffic Control as president and majority owner. Starting with three employees and $200,000 in revenue, she grew the company to $3.8 million in revenue and 11 employees by 2025. Her leadership has helped establish a foundation focused on reliable service, quality equipment and long-term client relationships.

Elwell has prioritized employee retention and workplace culture by recognizing team members for their contributions and investing in resources that support employees. Her decision to reinvest company earnings into key operational positions improved efficiency, strengthened service delivery and helped create a workplace built on collaboration and trust.

Beyond her professional achievements, Elwell is committed to supporting her community. She and her family support organizations serving military members, veterans and first responders, including the Five 19 Foundation and the Douglas County Community Foundation. She also supports Spark Hope Automotive, which assists single mothers with transportation needs and pathways toward self-sufficiency.
