Originally constructed in 1941 to produce ammunition for WWII, GSA Building 53 in Lakewood, Colorado, recently underwent a $74.5 million transformation led by JE Dunn through a design-build approach. The 200,000-square-foot renovation modernized the aging structure into a high-performance workplace for five federal agencies while preserving its historic character. Despite pandemic disruptions, hazardous materials abatement and shifting government space standards, the building remained occupied throughout construction. The team, including general contractor JE Dunn Construction Company; architect Gensler; engineering firms Martin/Martin Consulting Engineers and Salas O’Brien; and trade partners like Knock Out Painting, executed a full demolition and rebuild with precision, careful sequencing and clear communication.
The project overcame outdated documentation, unknown structural conditions and evolving agency needs through innovative methods like BIM modeling, point cloud scanning and Ground Penetrating Radar. These technologies reduced waste, improved planning and enhanced safety for both occupants and workers. The revitalized Building 53 now features natural daylighting, shared common spaces and energy-efficient systems, helping GSA eliminate $12 million annually in private leases and cut its carbon footprint.
By consolidating agencies and fostering a collaborative environment, the project not only delivered sustainable, cost-saving infrastructure but also strengthened the Denver Federal Center community. The result is a forward-looking facility that sets a new standard for federal modernization efforts.
